The Council of Southeast Pennsylvania, Inc. (The Council) is committed to ensuring that all clients have meaningful and equal access to services. In order to ensure clear communication and mutual understanding, The Council uses a variety of approaches to deliver effective, high-quality services to all, including those with Limited English Proficiency. These include access to staff proficient in the individual’s primary language, or to external interpretation services.

Hearing Impaired

The 711-relay system is how Council communicates with hearing impaired callers.

Service Animals

The Council defines a service animal as a dog specifically trained to perform a task or service related to a person’s disability. The animal must be under the participant’s control the entire time and the participant is solely responsible for the animal’s care. The Council reserves the right to ask to have the animal leave the premises. The Council also reserves the right to require that animals are vaccinated and licensed according to Pennsylvania law.

Collaborative Referral Agreements

The Council works to establish and maintain referral connections with community agencies and individuals for the provision of services which are required by the participant(s) and/or their family but which are not provided directly by The Council.
