Pennsylvania Recovery Organization – Achieving Community Together (PRO-ACT) is a grassroots advocacy and recovery support initiative of The Council covering Southeastern Pennsylvania.

PRO-ACT works to reduce the stigma of addiction, ensure the availability of adequate treatment and recovery support services, and to influence public opinion and policy regarding the value of recovery.

PRO-ACT is developing, educating and mobilizing a constituency of Ambassadors for Recovery – those in recovery, their family members and friends, professionals working in the field, and others with a special interest in and knowledge of recovery.

PRO-ACT supports all pathways to recovery and embraces the Recovery-Oriented System of Care. Recovery-oriented systems build on the strengths and resilience of individuals, families, and communities and support them as in their goals for their sustained health, wellness and recovery.

Recovery Support Services are provided by peers with lived experience of recovery from a substance use disorder who are Certified Recovery Specialists (CRS). CRS support people seeking recovery, individually or in groups, at our Recovery Community Centers, in hospitals, and in the community.

In 2023, PRO-ACT successfully completed the re-certification process for Recovery Community Organizations, through the Council of Accreditation of Peer Recovery Support Services (CAPRSS) through Faces and Voices of Recovery.

What is a Recovery Community Center (RCC)?

The PRO-ACT Recovery Community Centers (RCC) are a resource for education, information, support and socialization for those in recovery and their family and friends. Recovery Community Centers are led by a volunteer Vision Team, staffed by peers in recovery and by dedicated volunteers, and provide a wide range of responsive programs aimed at answering the question: “How can we help you in your recovery today?”

A Recovery Community Center promotes improving quality of life, preventing relapse and sustaining recovery. It is not a clubhouse. It is a place where life’s challenges are faced with solutions and guidance. It is a place where skills are shared and learned. It is a place where isolation becomes inclusion and strangers become friends.

The development and provision of peer-driven support services are a priority for PRO-ACT. We provide a growing matrix of peer-to-peer support services which has led to the opening of three Recovery Community Centers, now the hub for all our services. Each center is unique in that it provides services, specific to their area, identified to be important and necessary to support the needs of those wishing to access and sustain long term recovery.

What are Recovery Support Services (RSS)?

Recovery support services (RSSs) are nonclinical peer-driven services assisting individuals and families in their recovery from alcohol or drug problems. Services are flexible and may be provided prior to, during, and after treatment. Recovery support services are provided by peer-specialists who are familiar with their community. Programming is driven by our peer staff, volunteers and community members.

What is Warm Hand Off?

PRO-ACT provides Warm Hand Off services for individuals with substance use disorder in a hospital setting.  We partner with Bucks County Drug and Alcohol Commission to provide the BCARES program at Jefferson Bucks Hospital and Saint Mary Medical Centerl; and with the Behavioral Health and Intellectual Disability Services (DBHIDS) to provide the ROSE program at Jefferson Health – Frankford, Jefferson Health – Torresdale, Methodist Hospital, Nazareth Hospital and Thomas Jefferson University Hospital in Philadelphia.

Recovery support services (RSSs) are delivered in the hospital by a Certified Recovery Specialist to support patients in the hospital and help connect them to care after they are discharged, including Drug and Alcohol Treatment, community-based Recovery Support Services and other resources.

PRO-ACT provides Recovery Support Services in Chester County and has an office in Exton.

The Montgomery County Recovery Community Center (MCRCC) is partially funded by the Montgomery County Offices of Drug and Alcohol and Managed Care Solutions and is located in Norristown.

The Philadelphia Recovery Community Center (PRCC) is partially funded by the City of Philadelphia, Department of Behavioral Health and Intellectual DisAbility Services and is located at 17th and Lehigh in Philadelphia, PA.

The Southern Bucks Recovery Community Center (SBRCC) is partially funded Bucks County Drug and Alcohol Commission, Inc. and is located in Bristol, PA.

Southern Bucks is also the home of the Family Resource Center, funded in part by Bucks County Human Services American Rescue Plan Act Funds. The Family Resource Center provides Recovery Services, Support and Education to families of individuals with Substance Use Disorder.

The Women’s Recovery Community Center (WRCC) is a safe, structured living environment for women seeking to establish a foundation of recovery in Chalfont, PA. Residents will be able to prepare for successful lives without the use of alcohol or drugs. Women in recovery have unique gender-specific needs that can be met by the support of peers along with assistance from a professional staff available. The Women’s Recovery Community Center respects all paths to recovery and works with individuals to begin or continue on their recovery journey. Our application for licensure through the Pennsylvania Department of Drug and Alcohol Programs was approved in 2023, making us the 167th house to be licensed in PA. PRO-ACT is a Warm Hand Off provider in both Bucks County’s BCARES program and our Philadelphia ROSE program. Warm Hand Off is a recovery support program serving individuals with SUD in local area hospital Emergency Departments and other departments. CRS in this program work closely with hospital staff to connect their patients with treatment, recovery resources or other recovery supports. The Council employs Certified Recovery Specialists and provide their services to area hospitals to assist with the Warm Handoff opioid addiction programs. The programs are provided with funding and coordination from the respective Single County Authority: Bucks County Drug and Alcohol Commission, Inc. and Philadelphia’s Department of Behavioral Health and Intellectual DisAbilty Services.

Staff and volunteers respond to incoming calls/email inquiries from community members and providers seeking assistance with alcohol and other drug-related information, referral, and advocacy. This number is (800) 221-6333 and answered Monday – Friday from 8:00 am – 4:00 pm.
