Recovery Support Services

Supporting Recovery. Strengthening Communities.

Recovery is possible, and no one has to navigate it alone.

PRO-ACT, an initiative of The Council of Southeast Pennsylvania, provides free, peer-based recovery support services to individuals and families affected by substance use disorders.

Whether you’re beginning your recovery journey, working to maintain your recovery, or supporting a loved one, PRO-ACT offers resources, encouragement, and connections to help you move forward.

Pennsylvania Recovery Organization – Achieving Community Together (PRO-ACT) is a grassroots advocacy and recovery support initiative of The Council of Southeast Pennsylvania.

We work to reduce the stigma surrounding substance use disorders, expand access to treatment and recovery support services, and raise awareness of the value of recovery.

PRO-ACT recognizes that there are many pathways to recovery. Our approach focuses on the strengths of individuals, families, and communities, helping people build the support and resources they need for long-term recovery.

Through peer support, education, advocacy, and community involvement, PRO-ACT brings people together to create stronger, more recovery-friendly communities.

What Are Recovery Support Services?

Recovery Support Services (RSS) help individuals and families navigate the challenges of recovery from substance use disorders.

These nonclinical services are provided by trained peers, including Certified Recovery Specialists (CRS), who use their personal experience with recovery to offer guidance, encouragement, and practical support.

Recovery Support Services are flexible and personalized. They can help people who are beginning recovery, receiving treatment, transitioning back into the community, or working to maintain long-term recovery.

PRO-ACT offers these services in Bucks, Chester, Montgomery and Philadelphia Counties for adults with Substance Use Disorder who are interested in working on their recovery goals.

Recovery Community Centers

The PRO-ACT Recovery Community Centers (RCC) are a resource for education, information, support and socialization for those in recovery and their family and friends. They are led by a volunteer Vision Team, staffed by peers in recovery and dedicated volunteers, and offer a wide range of responsive programs.

A Recovery Community Center promotes improving quality of life, preventing relapse and sustaining recovery. It is not a clubhouse. It is a place where:

  • life’s challenges are faced with solutions and guidance,
  • skills are shared and learned, and
  • isolation becomes inclusion and strangers become friends.

The development and provision of peer-driven support services are a priority for PRO-ACT. Each center offers services specific to its area, identified as important to supporting those who want to access and sustain long-term recovery.

Warm Hand Off

A Warm Handoff is a compassionate, person-centered process that helps individuals connect with treatment, recovery, and support services during a critical moment. During a hospital visit for an overdose or related event, a Certified Recovery Specialist (CRS) is available to offer support, answer questions, and help explore available options related to Substance Use Disorder treatment and recovery.

  • A Certified Recovery Specialist (CRS) or other trained Warm Handoff team member meets with the individual to provide support, share information, and discuss available treatment and recovery resources.
  • If the individual is interested in exploring services, an assessment is completed either in person or virtually to better understand their needs, strengths, preferences, and recovery goals.
  • Based on the assessment, treatment and recovery support options are reviewed so the individual can make informed decisions about the next steps in their journey.
  • If the individual chooses to move forward with services, a direct referral is made to appropriate supports, which may include substance use disorder treatment, recovery support services, case management, housing resources, community-based supports, or medications for opioid use disorder and other substance use disorders.

Every Warm Handoff is guided by respect, dignity, and the belief that recovery is possible. The individual’s goals, choices, and readiness for change remain at the center of every conversation and connection.

PRO-ACT provides Warm Hand Off services for individuals with substance use disorder in hospital emergency departments and other units. Our Certified Recovery Specialists work closely with hospital staff to support patients and connect them to care after discharge, including drug and alcohol treatment, community-based Recovery Support Services and other resources.
