Treatment Services and DUI Programs
The Council supports those engaged with the Criminal Justice System with the following services. Through Alcohol and Other Drug (AOD) evaluation and assessment, to education and outpatient programs, we will work with you to determine an appropriate level of care and to meet the obligations required when you have been charged with Driving Under the Influence (DUI).

The CRN evaluation is a prescreening tool used to determine if a more comprehensive AOD assessment will be required. A CRN appointment takes approximately 60 minutes to complete and is required by the Commonwealth of Pennsylvania for each DUI charge. A CRN evaluation is a set of roughly 115 questions pertaining to AOD use, with specific questions about the day of and the month prior to the DUI charge. Based on the results of the CRN evaluation, a full alcohol and other drug assessment may be required in order to determine a program recommendation.

Alcohol Highway Safety (AHSS) is a 12.5-hour state certified education program that teaches about the effects of alcohol and other drugs (AODs) on an individual, their family and their community. The AHSS program gives an individual a solid foundation about the inherent dangers that come along with the use of AODs. Attendance at a Victims Impact Panel is a requirement of the Alcohol Highway Safety program.

The addition of the 8-hour intervention component allows individuals to explore personal issues that might be contributing to AOD abuse. After receiving a solid education from the AHSS class, the intervention program encourages individuals to explore how AODs can interfere with their values. Attendance at a Victims Impact Panel, and 1 recovery support meeting (such as AA, NA, SMART Recovery, etc.) are also required for successful completion.

An assessment is a comprehensive view of an individual focusing on their alcohol and other drug use. An assessment also surveys a client’s emotional/psychiatric background, family/social life, legal history, schooling, employment, and medical history in relation to their alcohol and other drug use. The first step in determining what kind of care an individual needs is to perform a bio-psycho-social assessment. This type of assessment considers biological, psychological, and sociological aspects of an individual and based on this assessment an appropriate level of care can be recommended for the client. Based on the assessment, an individual is given a plan to address any issues/concerns that came to light during the assessment. Determining the right level of care is the first step in getting someone help. Drug and Alcohol Assessments are available for both Adolescents and Adults.

Priority Population
Please note that the individuals identified below must be offered an assessment and offered an admission for the recommended level of care immediately: Pregnant women who inject drug, pregnant women who use drug, persons who inject drugs, overdose survivors and Veterans. Preferential treatment provided for pregnant women.
Our outpatient treatment program is a state licensed program that offers group and individual sessions. We work with clients to develop an individualized treatment plan. Next, clients are exposed to various tools that will allow them to work through and develop skills that will help to overcome the inherent dangers involved with alcohol and other drug abuse/addiction.

The RISE program provides services for youth and young adults ages 12-25 that are struggling with substance use or co-occurring substance use and mental health concerns. We believe every young person has the potential for a bright and promising future. An emphasis on strengths with support to set and achieve goals increases opportunities to develop and transition into adulthood in a positive and healthy manner.

The alcohol and other drug awareness program for Young Adults is a 12-hour education/intervention program that is offered in a group format focused on the specific challenges faced by this age group. The classes are offered either weekdays or on the weekends.
Each class is a closed group, meaning there is a specific start and end time for a class series. On occasion a participant might miss a class. If this happens, a make-up class is required and a Reschedule Fee of $35 is charged. If the participant misses the first session they will have to be rescheduled for a new class series. If more than two classes are missed, the participant must redo the entire class series and pay a new class fee.

The Case Management Services Unit is a drug and alcohol services delivery program which concentrates on the assessment and referral of clients to treatment and ancillary services. The primary focus of case management is to increase client retention in and completion of treatment in order to move clients toward recovery and self-sufficiency.
The role of the Intensive Case Manager (ICM) is to provide individualized service to clients. The ICMs utilize the strengths-based model of case management to evaluate client’s strengths and needs in order to assist the client in setting and achieving their goals. The ICM will refer and link clients to resources, advocate for client’s rights, and coach clients along their journey to recovery.
Who is Eligible?
Case Management is available to those who are:
- Residents of Bucks County
- Experiencing problems directly related to substance use disorder
- Eligible for public /county funding
- Referred by an Assessment site, Magellan Behavioral Health, Bucks County Drug or Mental Health Court, Bucks County Drug and Alcohol Commission, Inc., and Bucks County social service agencies.
- Found to have a need in at least five (5) of twelve (12) service domains listed below

Our Anger Management Program is designed for individuals who are in recovery from a substance use disorder and are having difficulties in the areas of employment, family/personal relationships and social situations. Effective Anger Management can help eliminate the behaviors associated with unresolved feelings, by replacing old habits with newer, healthier choices. The Anger Management Program is based on cognitive behavioral therapy model (CBT), which identifies for participants each incident of anger, improve skills on how to manage anger, and learn more appropriate ways to express those feelings.
